Your submission will need to include the following to become eligible for the cash award: Detailed Description of your proposed method Explanations with rationales as to why you believe that the proposed method that can meet the Requirements listed in the Detailed Description of the Challenge. This Challenge solicits a paper proposal that will be evaluated by the Seeker Scientists on a theoretical basis considering current state of the art knowledge.
