Produce an handmade item - Plus Size Pleated Skirt

I am wanting a gray pleated skirt, like the one shown, only with a fitted band rather than gathered/elastic and possibly with wider pleats. I have roughly a 40 inch waist. I would like this skirt to be some kind of suiting material or wool. Probably with a liner though I haven't decided yet. The price is a rough estimate.
