Create an IP program

I am looking for a programmer who can create a program for me that makes sure I never use the same IP address twice. I have a program called "IP Rental" that I use that scrambels my IP addresses before I process information but sometimes the IP addresses (while different) are too similar. For example they will be 168.52.26.51 and 168.51.22.50 which is essentially the same thing. This program would ensure that no duplicates or anything close to it exist. I need to be able to enter the Ip address into the system which pops up in Red if its already used and then stores the IP address once I use it. Keywords: Programming, C
