SMS & Telephone application/website - Plivo, Freeswitch...
Automated system (in the form of a website) that allows user A to record a voice message, then set a time for the message to be sent via a telephone Call to user B - user A is then notified via SMS that the the call was accepted, if the call isn't accepted then the system automatically calls again at agreed frequency. The commercial model of the website will be subscription based, therfore all relevant functionaltiy will need to be included, account setup, billing... Plivo would be the best option as the project is aimed at UK and europe and twilio despite having its advantages lacks international numbers for europe (france,spain...)
