Make a flash simpler via HTML (updated)

I have a homemade flash I use for navigation. What it does could be done in HTML, I beleive. Or close. What I want is an image, that ón mousehover reveals a layer. On click I have a 50% alpha transparent layer, on release go to page. Now both layer and a button gives me this. I could settle for just the button. The navigation flash has 8 buttons or layers. In flash it is so easy to draw the click area.... I have two, but lets start with the first. Oh, reason is I want iOs support. I'm thinking something like 30 USD.
