I am looking for someone to build a website with auction and reverse auction capabilities and an in depth content management system for me to be able to administer the website. All payments must go through a payment system (paypal preferred but am open to others) and all payments must be made to the website first, where our account will hold the money for a set amount of time before releasing it to the respective party.
