SAS / SQL Programmer/Analyst
IN PERSON INTERVIEW REQUIRED Qualifications: Strong analytic skills required Strong SQL and SAS skills required on a Windows and/or Unix/Linux platform; any other programming skills, especially MS Access and/or Cognos, a plus Experience with developing analytic databases from various data sources and file types. Ability to think independently and serve as both technical data analyst/programmer as well as business analyst as projects demand Experience with data manipulation for analytic purpose, preferably in the health care field and with large data files High level communication skills including the ability to express findings and recommendations clearly to end users and several levels of management, both verbally and in writing. Ability to gather and analyze operations through interview and observation. Ability to manage multiple ongoing and short term projects Duties: Conduct ad hoc and project-based reporting, in a combined technical programmer and business analyst capacity Support analytic and business requirements gathering efforts for ongoing reporting Support power users by communicating their needs to warehouse development teams, as well as developing and enhancing user views for their access Communicate business requirements to Cognos and Oracle developers and work with them to expose problems, identify timely solutions, and communicate options, including their feasibility and timeframes, back to the business community Support development efforts as the Data Warehouse integrates with NewMMIS and eligibility system, MA21, by analyzing functionality, data structure, definitions and processes that will impact existing reporting from the warehouse Support disease burden report development for general, financial, clinical and case management, Managed Care, and Health Care Reform purposes. Support on-going development of cost, utilization and other reporting metrics, including collaboration with business program managers Communicate progress or impediments to progress to users and management. Review technical documents and test plans, test results and coordinate implementation activities with end-users and Data warehouse Support internal and external (e.g., cross agency collaboration) requests for data extracts Organize workload and work independently with little supervision Analyze and document business and system requirements and business processes Analyze and perform data comparisons by querying against one or more Oracle database instances Review data and query results for anomalies and/or data patterns Identify trends and pattern in data and analyze underlying processing that causes patterns to form Identify defects in data results and analyze underlying causes Prepare business and system use cases Prepare and execute system and user test cases Participate in team meetings; resolve of action items Represent projects on cross-agency initiatives Participate in review process of all system analysis documentation Coordinate business user participation in requirements analysis, use case documentation, and system and user testing Work with vendors, as directed, to assist in preparation of project deliverables Create and maintain other project documents
