JOB TITLE/ Reference #: #096 Business Systems Analyst Duration of Assignment: Twelve months plus a possible six months extension Client: Public Sector Estimated start date: July 3, 2012 Location: GTA Position: Contract Our client requires the services of a Business Analyst, to provide deliverables including, but not limited to, the following: A Planning Framework to develop the IT Strategy for Transportation Services Division A 10- year Transportation Division IT Strategic Plan report including: Executive Summary 10 year business vision goals, and objectives Service Goals including online service delivery Current Environment, Processes and Issues Stakeholder's Analysis Business Issues and Priorities Current IT and IM Environment, systems, applications and issues Findings and observations Proposed IT goals and objectives that support Transportation's Business Vision and Objectives Recommendations of short term/ quick wins plan to achieve efficiency and improve customer service Recommendation on implementation strategy Performance standards, benchmark and metrics to evaluate the success of Transportation's 10-year IT Strategic Plan implementation and high level estimate of implementation costs Change Management Strategy Risk Management Strategy Skills and Development Strategy A 10-year IT roadmap for Transportation Services, with identification of key initiatives to be undertaken from 2013 - 2022 Presentations to Transportation Services' IT Steering Committee, City staff & Divisional stakeholders Project management expertise in support of the project deliverables: Consultation with Transportation and I&T staff and other stakeholders Identify gaps & issues Review of interdependencies, synergies, corporate alignment Identification of directions, strategies, plans and deliverables of the IT Strategic Plan Implementation Plan with short, medium and long term initiatives and a resource plan to support Transportation's IT Strategic Plan A Risk Management Strategy and a Change Management Strategy to support a successful implementation of Transportation Services's 10 year IT Strategic Plan Qualifications and Experience: University degree in business administration or information systems, and considerable years of 'progressively more responsible' experience working on large-scale IT Strategy development or the equivalent combination of education and/ or experience; Demonstrated IT strategic planning and IT strategy development experience in the public sector in relation to Transportation Services; Significant facilitation experience with change initiatives at a senior level; Strong project management skills and experience; Demonstrated analytical skills in assessing and reviewing business process to identify options, best practices, and opportunities to improve service delivery; Excellent written and oral communication skills, presentation and interpersonal skills to deal effectively with the client staff and senior management; Excellent analytical and problem-solving abilities; 5 years' experience conducting IT strategic planning initiatives; 5 years of experience performing requirement gathering, subject matter expert interviews and impact analysis; 5 years of experience and demonstrated ability to evaluate, recommend and document business workflow, procedures, roles & responsibilities and system enhancement strategies; 5 years of experience and demonstrated ability to establish and maintain an effective relationship with clients and other business organizations with a strong customer service orientation; Experience in a government/ public sector setting; Experience with developing business frameworks, as well as business process/ workflow modelling; and Strong knowledge in web and mobile technology, online service delivery and Datawarehouse. Up to date with technology trends and application development in large organizations. Technical Capabilities: 5 years of experience in and knowledge of current and emerging information & technology concepts including document management, component based design, business/ data modelling methodologies, information management, Business Intelligence and decision support for a multiple-tiered, multiple-platform, network centric computing environment; 5 years of experience conducting planning for Divisionally relevant systems such as, work management, customer and revenue systems, contact management, mobile computing, RFID, time and attendance; and 5 years of experience in utilizing project management tools for planning and implementing complex projects.
