Link Technologies is looking for a Programmer Analyst for a six month contract in Carson City NV. As web developer, the SPA will be responsible for the implementation of improvements and enhancements to the Business Portal. The consultant will be assisting the business to define their needs and effectively translate business requirements into technical specifications and application design. EXPERIENCE AND SKILLS REQUIRED The consultant will be responsible for the following: Design and implementation of new features for the Nevada Business Portal and Digital Operating Agreement; Maintenance and enhancement of existing Nevada Business Portal features and Digital Operating Agreement features; Creation of technical specifications and work with lead developers; and Identification and development improvements for the application performance. The consultant must have the following qualifications: Good analytical and problem solving skills; Solid knowledge in Object Oriented methodology using JAVA; Knowledge in web service development; Experience in XML technologies; Good understanding of J2EE design patterns and ability to build Java EE applications using model-view-controller (MVC) design pattern; Interested in adopting and acquiring new technologies; Familiarity with Software Development Life Cycle methodologies; Experience working with relational databases; BS in computer science or equivalent, Masters is a plus; Five (5) plus years professional experience using web technologies, such as J2EE, Java, JSP, Servlets, JavaScript, JSF, WSDL, XML, HTML, XSD, XSLT, AJAX, SOAPUI, web services; Experience with SQL and database concepts; Experience with version control tools like SVN, CVS; Experience in using IDEs, such as Eclipse; Experience in Windows, Linux operating environments; Certification in Java is a plus; Familiarity with Oracle WebLogic is a plus; J2EE Experience: Experience with Web Development using JSP, HTML, CSS, Java and supporting tools; Experience with J2EE, Spring Security, Spring MVC, Apache CXF, Hibernate frameworks; Experience in databases like Oracle, MySQL; Experience in developing Web Services; and Good knowledge of XSL, WSDL, XSLT and other XML technologies. PROJECT OVERVIEW The vision of the Nevada Business Portal is to create a single-point of access, Web-based Portal, for businesses to interact and communicate seamlessly with the State of Nevada across agencies. The Portal will be independent of any participating State agency's existing application, database, operating system, or platform. The Portal must be capable of interfacing with any participating State or local agency's existing application, database, operating system, and platform. While the Portal will be managed by the Office of the Secretary of State (SOS), SOS is to be considered a participating agency on the Portal. The participating agencies will retain ownership of their own internal systems, processes, workflows, and data. The participating agencies are SOS and Department of Taxation (Taxation) with several other agencies identified as downstream stakeholders of the single payment transactions. Digital Operating Agreement is similarly a Java-based application. SCOPE OF WORK Consultant must perform all activities to the agreed upon project plan/schedule.
