Development/Upgrade of Small Website (requires tweaking ColdFusion CMS) - .NET ColdFusion HTML
TERMS OF REFERENCE (SUMMARY) CONTEXT We are a relatively small department within a larger firm, and we manage one of the firms' sub-site where we publish evaluations and disclose public information to the general regarding the work and performance of the firm. Our department has full autonomy to define our sub-site's contents, and we use the firm's institutional Content Management System to update our website's content -we are mandated to do so, and cannot replace it. OBJECTIVE Our Department is looking to redesign our website to: (i) maximize the accessibility and reach our evaluation work/publications; and, more generally, (ii) facilitate access to evaluation work done in Latin America by other relevant internal and external sources, and become a focal point regarding evaluation work in the Region. The new redesigned website will meet current web 2.0 standards and corporate identity visual requirements. The website visual redesign will be supported by some adjustments to the current corporate web-content management system (based on ColdFusion/.Net), if necessary. SPECIFIC ACTIVITIES To accomplish the redesign and implementation of our department's website, as described in these Terms of Reference, the selected firm will perform the following activities: Website Design. The work will involve the design of approximately 15 pages: 13 sections, plus 2 standard templates, one to display publications profiles and another to display staff profiles. It's a relatively simple website map. Content Management System. Our sub-site is managed using the corporate web-content management system, based in ColdFusion. The scope of the work will entail to introduce some limited adjustments to that system to incorporate some web features. This is relatively simple but requires knowledge of ColdFusion. Database Development. The content (ie. evaluations and reports) and associated metadata are retrieved from an existing institutional database. No new database development is expected, but it is expected that the selected firm connects the website to the institutional database, in coordination with the firm's IT team, in order to retrieve our department's related content for the website. Search Engine. Our organization already provides Vivisimo, an institutional search engine, connected to the institutional database and website. No search engine development is required, and it is expected that the firm will work in liaison with our Search Engine team to integrate the search tool into the site. Hosting / Backup Recovery Services. Our organization provides the sub-site with these services already. No hosting/backup recovery services are expected. Post-production Technical Support. This contract includes 120 hours of potential technical support to be provided during the six months after implementation, in case major issues arise. REQUIREMENTS To accomplish this website redesign, our department is looking for a web development firm or team meeting the following requirements: Experience in developing institutional websites for large corporations or media; Ability to deliver a creative, functional website meeting current Web 2.0 standards; Mastering of ColdFusion/.Net coding language; Experience customizing Content Management Systems; DELIVERABLES AND PAYMENTS The selected firm will deliver the redesigned website and adjustments in the current web-content management system by the end of August, 2012. Payments will be as follows: (i) 10% upon signing the contract; (ii) 15% upon delivery of Website Prototype; (iii) 30% upon presentation of final design; (iv) 35% upon delivery of final website; and, (v) during the post-production six-month technical support period: 5% three months after delivery, and 5% six months after delivery.
