Environmental Health Officer - East London
Community Safety Skills is currently recruiting for an Environmental Health Officer for 3 month contract in East London. This is a key role in the provision of a range of enforcement and educational activities carried out under the Environmental Protection Act 1990, the Clean Neighbourhoods and Environment Act 2005 and other public health legislation. Role Duties are food hygiene inspections and other general enforcement/project work to backfill officers for the period up to and during the Games. Specific intervention work may be required. To act as an authorised officer and ensure that provisions of relevant Acts, Regulations, bylaws, codes of practice are enforced and that enforcement action is carried out in accordance with agreed performance targets. The areas of enforcement action will include: l Health & Safety l Environmental Protection (Including Pollution and Noise Control) l Water Safety l Food Hygiene and Safety including poisoning and Infectious diseases l Emergency Planning l Health & Safety at work l Contaminated land l Animal Welfare / Pest control 1. Undertake complaint investigations and take appropriate action in accordance with policy and internal procedures. 2. Prioritise and manage a caseload with the minimum of supervision. 3. Prepare and maintain records, reports, correspondence, statistical data, returns and statutory notices using computer based systems. 4. Provide advice and information by use of different media to customers, stakeholders, partner agencies and local businesses on complying with relevant legislation and achieving best practice. 5. Prepare reports and statements of evidence for both legal and committee proceedings and attend Court, Tribunals, Committees and Enquiries as required. 6. Transport, install and use technical equipment for the purpose of gaining evidence in investigations. Interpret and apply the results of the monitoring to assist in the resolution of complaint investigations. 7. Identify and comment upon the potential environmental health related implications of applications submitted under e.g., planning legislation, licensing legislation and to liaise with colleagues in other Council teams about such applications and preparing proofs of evidence. 8. Prepare evidence in respect of statutory notices, legal proceedings, appeals and public enquiries and to represent the Council in such matters as directed. QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE: Essential 1. Excellent verbal communication and interpersonal skills for the purposes of acting as an authorised officer of the Council, dealing with enquiries and complaints, providing professional advice and opinions, explaining statutory requirements and public presentations. 2. Ability to prepare statutory notices, letters, reports, presentations etc., 3. A good understanding of the application of IT databases and the ability to use software packages. 4. Capable of effectively organising and prioritising own workload to ensure the meeting of targets. 5. Capable of working effectively both individually and within in a team. 6. Willingness to acquire new knowledge and skills in particular to promote improved service delivery across Neighbourhood Environment Services. 7. A clean driving licence. 8. Must be actively working to achieve all the necessary requirements to achieve certification with the Environment Health Officer Registration Board. These are: A degree in environmental health from a CIEH accredited university. Completion of the CIEH Experiential Learning Portfolio (ELP) Successful completion of all CIEH Profession Exams.
