OERMS POA/M Management Application SME
This task encompasses the work the contractor shall perform to support the design, development and operation and management of the OCIO Enterprise Reporting and Management System (OERMs) and its applications. OERMs technology is RSA ARCHER eGRC. Specifically: this task will involve the POA/M Management Application of OERMS which is the central repository for system and program level weaknesses. This new OERMS POA/M specific application will replace the existing IM-31 FISMA spreadsheet process and be utilized throughout the DOE complex (multiple DOE Program Offices). The contractor shall provide technical, engineering, and administrative services and the following: The contractor may perform these services as part of a larger cross-functional and cross-contract project team This will be determined by the Federal Lead and/or Technical Task Monitor - and may be subject to change through the lifecycle of the effort Project support contractor shall be considered key personnel Working closely with the assigned Federal lead, the contractor services shall include, but not limited to the following activities: develop and maintain project documentation such as communications plans, schedules, work breakdown structures, project plans, and other such project-related documentation The successful applicant will possess the following requirements (items are required unless noted otherwise): The contractor shall provide personnel with a minimum of three to five (3-5) years of enterprise application / system engineering/development and deployment experience Said personnel shall also have two to five (2-5) years of experience with enterprise Governance, Risk and Compliance (GRC) - or similar enterprise technology - involving planning and architecture documents, project plans, schedules, and other project management documentation as well as related analysis and research papers Finally, said personnel shall also possess a minimum of four to seven (4-7) years of experience with large-scale enterprise-size project management experience Desired Experience and skills (at least three of the below): Ability to work in independent environments under aggressive timelines Proficient with MS Office to include strong competency with Excel and Access Familiarity with reporting, collaboration, and content management tools (SharePoint, Microsoft Office) Proficient in developing and presenting; verbally and in writing technical information and presentations to non-technical audiences Familiarity with Plan of Action and Milestones (POA/M) from creation to closure Working knowledge of the NIST 800 series publications to include, but not limited to: 800-30, 800-37, 800-53, and 800-53a Specific Qualifications: DOE experience is preferred A Bachelor's degree in Engineering, Computer Science, or a mathematics-intensive discipline that provides substantial knowledge and skill in engineering large, complex projects is required A minimum 10 to 15 years of intensive, progressive, and relevant experience Candidates must be eligible to work in the United States of America.
