In this position candidates will be … responsible for understanding the scope of work to generate cost estimates for government funded construction projects. This understanding will come from a combination of performing site surveys, using personal knowledge, and comprehension of contracts, specifications, and codes. Experience with estimating federal government projects is required for this position. Responsible for developing project estimates/budgets from order-of magnitude to detailed working estimates/budgets, based on the available costing data and presenting the result in a work breakdown format suitable for use by the project manager and team. Responsible for following consistent and repeatable estimating standards and processes to achieve positive financial results based on a budget derived from estimated projects. DUTIES: Prepare progressive levels of estimates from order-of-magnitude (parametric, top-down) to detailed (bottom-up) based on data available, as appropriate to the phase of project and information available. Assist the project manager and team in developing budget based work breakdown structures. Assist project manager in decisions on alternative approaches or methods based on cost. Prepare baseline cash flow projections and assist cost analyst with monitoring actual cash flow. Must have experience preparing detailed conceptual cost estimates and or cost studies from schematic or scope of work documents. Must have knowledge and understanding of unit costs and the factors that affect construction costs. Be able to participate and often lead the preparation and presentation of cost/budget information to the customer. Participate in value engineering sessions with the project team Must be flexible, detail oriented team player, with ability to manage multiple tasks, produce quality work and consistently meet deadlines. Must have proficient computer sills in Microsoft Office Suite, Estimating software (R.S. Means), and scheduling software (MS Project). In conjunction with the previous requirements, the successful applicant will become familiar with our in-house proprietary estimating software, Presto. Must have 5+ years experience as an estimator of government projects. (Estimates involving the Corps of Engineers is considered a plus). Must have good knowledge of general construction methods as well as knowledge of industrial controls with an emphasis toward mechanical and electrical. Must be able to travel to the job site for review of the project. (Not all estimates will be afforded a job walk). Review bid packages, drawings and specifications for completeness and request additional information as required. Solicit and prepare RFP and RFI’s estimates for cost of proposed changes and recommend corresponding budget changes for approval.. Solicit material pricing quotes and subcontractor recommendations and proposals. Must become familiar with the contract upon which the bid will be based and convey that knowledge into a specific estimate for task orders. Develop detailed Scopes of Work (SOW) for use by subcontractors in submitting bid pricing to Johnson Controls Federal Systems. Will perform check estimates for comparison to subcontractors estimates to assure accuracy and price competitiveness. Development of a final estimate may include subcontractor construction pricing, subcontractor equipment pricing, and labor rates from both subcontract personnel and in-house labor. Estimates will be created such that they can be used to develop a resource loaded project schedule. Combine the scope of work and timing of activities to develop a schedule of values for invoices to our customer upon winning the job. Working with a cost analyst, use the estimate and timing of activities to develop a forecast for revenue and margin covering work to be completed Qualifications: Bachelor's degree in Construction, Mechanical, or Electrical Engineering or an Associates Degree with equivalent work related experience. Five to seven years of experience in the HVAC Industry. Able to work with diverse teams. Demonstrated competence in written and verbal communication skills. Strong planning and organizational skills. Previous exposure to facility operations and cost accounting desirable. Able to positively represent JCI and communicate with others at varying technical levels. Ability to read and interpret blueprints and specifications. Able to use financial accounting and estimating systems. Strong Personal Computer working capabilities in MS Office (excel, word, power point), Adobe Writer, Microsoft Project, Visio and Windows environment. U.S. Citizenship, valid drivers license, ability to pass background and drug screening.
