Senior Contract Specialists
YRCI, a leader in performance-based management consulting and professional services to public and private sector clients, continues to grow at a rapid pace. Openings now exist across YRCI business units including the Human Capital and Acquisition Management support areas. A Department of Defense (DoD) agency with offices in Colorado is seeking multiple Contract Specialists, a Contracts Program Manager (PM), Contracts Subject Matter Experts (SME), Acquisition Analysts, and Administrative support. It is anticipated that this contract will be a one (1) year base with multiple option years. The selected individuals will be performing duties similar to the following, from the Administrative level up to the SME level (See below for Key Personnel Requirements): · Requirements Documentation Support. Provide assistance in coordinating requirements documents, and researching acquisitions for similar services. · Acquisition Strategy and Pre-Award Support. Provide assistance in researching existing Government-wide contracts for available products and services, evaluating different acquisition approaches, researching available suppliers, and conducting market research. · Pre-Award Documentation and Source Selection. Assist with source selection procedures, e.g. by ensuring that Conflict of Interest/Nondisclosure forms are signed, files prepared for the pre-award decisions are complete, neat, and organized in accordance with the customer’s policy, and files are properly organized to facilitate post-award reviews and administration. · Solicitations. Assist in developing draft Request for Quotes (RFQs), Request for Proposals (RFPs), and/or Combined Synopsis/Solicitations for CO approval. Release solicitation by electronic posting, email, fax or mail upon approval by the CO. · Contract Award. Assist in preparing final contract award documents for task and delivery orders and stand-alone contracts, and COR designation letters. Obtain legal concurrence. Distribute contract to appropriate parties. Input award data into the FPDS. Prepare draft award announcements for electronic posting and draft Congressional Notifications in accordance with FAR and DFARS requirements and local guidance. · Post-Award Acquisition Support. Post-award acquisition support includes, but is not limited to the following items: assist in preparing appropriate documentation for contract modifications which do not require negotiation, including the exercise of options; monitoring contractor compliance with terms of the contract; and conducting site visits and labor interviews. Also, the contractor will review invoices in WAWF (including tracking fund status management), coordinate with program personnel for receipt and acceptance of contract deliverables when necessary, and recommend to the CO whether payment should be authorized. The contractor shall assist in the preparation of incentive and award fees distributions and provide advice to the COs with respect to resolving any performance issues encountered under awards managed by the customer. The contractor shall prepare a memorandum supporting each contract modification it prepares, as well as any additional supporting documents needed to comply with policy and regulation. These documents will fully address all salient issues associated with the modification, and other facts that support the modification. · Administrative Support: The contractor will provide onsite administrative support services. Administrative support includes, but is not limited to, providing assistance and administrative support for meetings, document collection, control and retrieval, and general clerical assistance where needed. The contractor must be able to provide assistance in the archiving of federal documents and other administrative matters as appropriate. Maintain working files, directories, and other materials, and retrieve immediately upon request; prepare contract files in accordance with established procedures. Pick up burn bags weekly and deliver to the remote delivery facility. Arrange for appropriate conference rooms/facilities and prepare meeting places to follow acceptable protocol procedures. Oversees stock of office supplies, and ensure that orders for supplies are initiated in sufficient time for replenishment. Position Requirements: Program Manager · Requires a bachelor’s degree (a master’s degree is preferred) in business, economics, engineering, mathematics, computer science or a related field and at least ten years of program management experience with at least two years in contract management. This position requires an individual with the ability to plan, direct, coordinate and supervise activities of personnel involved in technical support of programs including, reviewing and evaluating all work performed; providing technical direction; establishing project schedules; and developing acquisition strategies. Subject Matter Expert · Requires a bachelor’s degree with a minimum of ten years of experience in the functional area for which the work is to be performed. Provides advice and assistance to the Program Manager and technical staff relating to the processes and performance standards of functional task being performed. Fifteen years of specialized experience within the functional area may be substituted for the bachelor’s degree. Contract Specialist · Requires a Master’s Degree or BA with 4 years experience, or 8 years if no Degree, preferred with NAC DAWIA Level 2 Contracting. Provides acquisition expertise related to contract activities with moderate to high risk. Provides expertise in the area of review of solicitations and preparation of specialized of non-routine requests for proposals. Analyzes contract requirements, special provisions, and terms to ensure compliance with regulations, policies, and procedures. Provides expertise in the management of contract change control process. Develops negotiation strategy and assists negotiation team on contractual issues. Often communicates with legal, finance, and business team disciplines for resolution of contract issues and disputes. Assists in identification, development, and implementation of new contract policies and processes.
