Business Analyst
Business Analyst The IT organization in the Executive Office of Education is looking for a Business Analyst II to document specifications and functional requirements for the Department of Elementary and Secondary Education (DESE). The Business Analyst will, among other responsibilities, translate strategic and tactical initiatives into larger enterprise functional requirements that conform to the overall objectives. They will be responsible for gathering and documenting functional and nonfunctional requirements, use of use cases, mock up of solutions/reports and will assist in prioritization and document requirements traceability. Duties will include : Facilitating workshops to develop business requirements. Must ensure that requirements adequately support the functional components of the business. Upon completion, will work with the business to verify proposed changes to the system and obtain sign-off. Coordinating user acceptance testing and provide guidance for users through the UAT process. Supporting verifications, quality assurance and development activities, as well as performing data mining and report generation. Analyzing business requests for feasibility and collaborating with key business personnel based upon processes, procedures and workflow to make recommendations based upon findings. Conducting detailed analysis of current and future needs. Coordination with staff subject matter experts, technical staff, and internal and external stakeholders. Seeking, obtaining, monitoring and analyzing feedback from the business users to improve systems, process and reporting. Gathering information needed for business reporting requests and establishing the business requirements needed to properly extract data. Responsible for completing requirements documentation such as, requirement management plan, glossary of terms, requirements attributes, stakeholder requests, use case package, vision document and storyboard. Developing strong business relationships and act as a liaison between business user community and Technology team. Communicating and coordinating with sponsors and customer representatives to ensure program/project needs are met with the solution. Working with project managers and vendors that are different functional requirements are described, understood, and met. Providing assurance that projects achieve desired business and technical objectives while meeting quality standards and budget constraints. Providing strong leadership and team building that creates a cohesive team. Management of expectations from various project stakeholders. Management of vendor and contractor relations by ensuring strong communication between vendors and project staff and ensuring that vendors meet project deliverables on schedule. Management of requirements, specifications and design sessions. Provide leadership to other business analysts Execution of projects according to PMI best practices and structured development approaches (SDLC, Unified Process (UP)). Implements and adheres to and enforces the Department’s Project Management Guideline methodology, including preparation of documentation, conducting architecture reviews and following release management protocols assigned by the Massachusetts Information Technology Department (ITD) in order to align with EOE policies and strategies Required Qualifications: Minimum 3 years of requirements gathering and business analysis experience in a technology environment 3 years of experience developing Business Requirements Documents and Functional specifications. Proven track record working on large-scale projects to diverse stakeholders Excellent communication, organization, interpersonal and writing skills Demonstrated ability to work independently and take initiative Proven track record of leading cross-functional teams on large scale projects Experience gathering requirements on data integration and business intelligence projects Experience facilitating requirements analysis sessions with large and diverse stakeholder groups Experience using UML representation Experience documenting use cases and business process models · Experience working with Requirement Management Tools, particularly Rational Requirements Composer/Requisite Pro/Rational Rose Desired Qualifications: Technical/ software development background Demonstrated experience with Unified Process method of development Experience working on projects delivered in an educational environment Experience implementing systems using standard data exchange protocols Experience documenting use cases and business process models Experience creating requirements traceability matrices Experience relating requirements gathering to usability concepts such as personas Understanding of stakeholders in educational policy in Massachusetts Must be attentive to detail.
