FIELD CONSTRUCTION ANALYST - ET19374
Our client, an operator in the pipeline industry, is looking for a Field Construction Analyst. This is a 1 year contract with a good possibility of extension! Responsibilities: Work with the Construction Tracking and Reporting Coordinator (CTRC) to define the WBS, and Budget that will be utilized for the project and define the project schedule that will be utilized for the project Establish the reporting frequency that will be utilized for the execution of the project for all of the Construction Services Group (CSG) Construction Management Controls with the collaboration of the Construction Manager, CTRC, Cost Engineer, and Project Manger. At Project Start setup the Site Construction Management System (SCMS) according to the master WBS, and in specific to the codes that will be utilized for the project scope complete with the Construction Services Group construction Execution Budget. Allocate budgets in the SCMS system to the applicable successful contractors that will be performing the construction Update SCMS with the relevant contractor information including but not limited to rates, trade definition, and contact information. Ongoing utilization of SCMS to monitor the CSG budget and the independent contractor budgets that have been awarded. Setup at project start Score Cards for earned value reporting for the project scope broken down by the WBS, and update and monitor performance of the project and the contractors based on the results. Ensure that all costs and hours expended on the project are allocated to the correct budget (WBS) accounts. Interface with the contractors to ensure accurate, and timely and accurate provision of daily LEM Sheets, Shift Summaries, Progress Updates, and earned value reports. Approve daily LEM Sheets and other similar contractor submittals for agreed rates, and the correct WBS coding for the works performed. Interface with the Inspectors that approve the daily LEM Sheets, and other similar reports for the accuracy of the hours expended, as well as the resources itemized that they are an accurate reflection of the works taking place. Ensure that the Contractors are tracking the progress of their work in a similar manner utilizing Score Cards to report earned value, and overall scope completion percentages. Review with Discipline specific inspectors to ensure that the progress reporting of the contractors is accurate, and to update the score cards with the installed quantities Ongoing updates of the project schedule for physical percentage of completed tasks based on the score cards, and agreed contractor performance values. Review of Contractor Invoices, ensuring that the coding, amounts, and reported quantities are in agreement with the information provided by the contractor to date, and in agreement with the terms and conditions of the contract. Where applicable forecast, and apply the incentive / or penalties that will be required under the terms and conditions of the contract to the contractors invoice. Participate in Contractor meetings, and provide support as required to the inspection, and the construction manager in regards to the status of reporting, schedule, and cost related items. Participate in site coordination meetings Interface with the Project team including but not limited to the Construction Manager, Field Engineer, inspectors, Safety coordinators, and administrative personnel. Preparation and submittal of reports at the pre determined frequency which would include but not be limited to the following items: Preliminary Construction Manager Report, inclusive of the Safety Status, Environmental Status, Quality Items, Budget Status, Contractor Status, and overall Project Schedule status. Cost Report: Produced from the SCMS System which identifies the original Budget, Budget Changes, Revised Budget, Earned Budget, Budget Expended To Date, Estimate to Complete Costs, Projected Final Costs, Budget Variance, and item Completion based on Physical % Complete Updated Project Schedule, indicating physical % completed tasks, and utilizing the primavera Schedule established by the CTRC, and CSG Scheduler / Planner Risk Identification report based on probability of impact to schedule and budget. Work Extra Authorization Report Contract / Work Order Status Report Safety Report: Man hours, Safety Statistics, Trends, and Frequency Curves. Quality Report: NCR Log, and Quality items of concern RFI Log: Outstanding Items, Items of Concern, and Response Times. Contractor RFI's and Internal RFI's. Interface with the Cost Management Assistant (CMA) located in the head office. Cost, tracking, reporting and field contract management will be performed by the FCA. Qualifications: Must be proficient in Excel, Word and have a basic understanding of Primavera Scheduling Programs, or of Microsoft Project, and other similar lower level scheduling tools. Must have construction experience related to cost and scheduling controls of multi discipline projects, on actual project sites. Oil and Gas industry related experience will be required. Industrial Construction experience, and interfaces with the Engineering, Procurement, Contracting, Execution, and Commissioning phases of the project are highly desirable. Any formal training in regards to Scheduling, Estimating, Cost Controls, and Planning will be of a great benefit. The candidate should possess either a College, or University training in one of the Engineering Disciplines, or of a Business / Accounting field. strong Communication skills both written and verbal are required Contact Email : mike.baker@executrade.com
