Senior Contract Specialist
Our client is seeking a motivated and experienced individual to support a key United States Department of Homeland Security (DHS) client in Philadelphia, Pennsylvania. This individual is responsible for ensuring that sound contract practices and principles are utilized during contract planning, administration, and closeout. Main Duties: Prepare and process all required actions to issue and modify delivery orders against Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Purchase Orders (PO), Blanket Purchase Agreements (BPA), Schedule Orders, Interagency Agreements, and all other contractual vehicles Support and assist the CO/COTR in carrying out his/her duties and responsibilities by documenting contract administration procedures and providing necessary tools to facilitate the tracking and documentation of services performed or supplies purchased under any resulting contract Review and Process monthly invoices after certification from COTR Review, edit and help to create Performance Work Statements and Statements of Work in pre-solicitation phase and throughout the life of contract as changes occur or requirement is updated Prepare and process for appropriate levels of review all modifications to contracts Act as a liaison with the Program Office Provide advice and guidance to such program officials on the aspects of proposed actions/changes to the requirement Maintain contract files in accordance with the Federal Acquisition Regulations (FAR), HSAR Provide evaluation support on technical or business proposal evaluation teams assigned to review, analysis, and evaluation of proposals received Provide services to support the development of wage adjustments in accordance with the Service Contract Act Support and assist FPS in the audit and analysis of completed Bachelors Degree with minimum of 24 semester hours among them in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management. An Acquisition Career Field Certification is also required. The successful candidate will have a minimum of five years of experience in conducting comprehensive contract specialist type activities demonstrating capability to provide direct support to contracting officers in execution of their acquisition mission and as described in the position description. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
