Chief of Pharmacy
JOB SUMMARY Oversee and direct plan pharmacy programs; manage the Pharmacy Benefit Manager (PBM) relationship. Drive market competitive PBM and Specialty Pharmacy results and develop a longer term value for customers through clinical pharmacy program innovation and influencing patient and provider desired behaviors. Ensure the integration of the pharmacy line of business into organization’s care models and member engagement strategies. Serve as principle spokesperson for the pharmacy program to internal and external stakeholders; assume accountability for required financial and clinical pharmacy program outcomes. Execute business strategy to ensure programs and policies are aligned with the company’s objectives. ESSENTIAL JOB FUNCTIONS Oversee the work of pharmacy staff. Provide strategic leadership and direction to management including performance management oversight and employee development. Oversee the strategic development and administration of the company’s pharmacy programs and PBM relationship. Develop and maintain cost effective pharmacy program utilizing formulary management to increase medication compliance and ensure appropriate member care. Build new models of pharmacy and medical integration. Assess current pharmacy benefits in collaboration with internal departments; provide expertise to internal departments and external stakeholders on benefit design. Develop and assess metrics to evaluate program performance. Identify and implement industry best practices to optimize performance. Ensure market competitive PBM and Specialty Pharmacy results while focusing on developing longer term value for customers through clinical pharmacy program innovation. Influence patient and provider desired behaviors through incentives, formulary, and benefit design. Serve as the principle spokesperson for the pharmacy program; build productive relationships with internal and external stakeholders to advance corporate strategic priorities. Ensure regulatory compliance; develop programs that solidify company’s position as a leader in medication safety and compliance. Integrate the clinical, administrative, and business policies and procedures of the pharmacy department in order to facilitate patient-centered care for members through effective collaboration with internal departments. Coordinate the implementation of medication therapy and clinical pathways for primary care providers and physician specialists. Analyze clinical individual and population data, drug program data, and drug therapy data. Develop and ensure adherence to goals and deadlines for departments. Perform other duties as assigned. Requirements QUALIFICATIONS Minimum Education and Experience: Bachelor’s degree in Pharmacy or related field; or an equivalent combination of education and experience Current pharmacist license in the state of Rhode Island Ten or more years clinical pharmacy experience Seven or more years management experience or experience leading a team Managed care experience and specific knowledge and training in prescription drugs, pharmacy benefits, utilization review, cost containment strategies, and emerging technology. Preferred Education, Additional Qualifications and Experience: Doctorate of Pharmacy Required Knowledge, Skills, and/or Abilities: Knowledge of formularies and benefit design Knowledge of state and federal laws as applicable to the health insurance industry Knowledge of health care plans and benefits Strong knowledge of the industry, marketplace issues, and competitors Analytical skills Ability to collaborate while dealing with complex situations Ability to think creatively and to drive innovation Ability to motivate, lead and inspire a diverse group to a common goal/solution with multiple stakeholders. Ability to convert business strategy into action oriented objectives and measurable results Ability to develop and manage a budget Strong business acumen and political savvy Strong leadership skills Ability to mentor, coach and provide guidance to others Ability to act as a strategist, visionary, or change agent Additional Qualifications Must be able to provide verification of authorization to work in the U.S. without sponsorship.
