ECI is seeking a Senior COBOL Programmer Analyst for an existing client in Sacramento, CA. Candidate is preferred to be local As directed and needed, serves as a technical expert directly responsible for independently performing, coordinating, and lead oversight of the following tasks, in support of the BOE Online Installment Payment Agreement (IPA) and the Agency Offsets projects: Facilitate and/or participate in Joint Application Development (JAD) sessions. Develop and manage System Requirement Specification document. Participate in developing and updating the Project Plan/Schedule. Coordinate testing with business and technical staff. Manage all issues identified during testing and ensure all issues are resolved timely. Develop and update System Test Scripts/Plans/Documentation. Develop and update user Acceptance Test Scripts. Document and track issues found during testing. Execute and document Regression testing. Execute System Test Scripts/Plans. Execute user acceptance Test Scripts/Plans. Technical writing. Develop and maintain COBOL objects. The Contractor shall provide a monthly status update on progress to the Technology Project Manager for approval. The monthly status update shall also be deemed a deliverable and subject to the deliverable acceptance process identified in 9. Deliverable Acceptance Criteria. Required Skills: Minimum of five (5) years experience with COBOL programming in a UNIX environment. Minimum of five (5) years experience with Sybase databases. Minimum of two (2) years experience with T-SQL. Understanding of Object Oriented Design principles and methodologies. Formal testing experience. Strong documentation and written communication skills. Familiarity with full suite of Microsoft Office tools. Ability to work with both business and technical staff in a team environment. Desired Skills: Knowledge of programming in Sun Solaris environment. Knowledge of Sybase table manipulation. Knowledge of T-SQL table manipulation. Familiarity with larger scale automated collections applications. Familiarity with Software Development Life Cycle (SDLC) methodology. Familiarity with IEEE standard documentation.
