Technical Manager - Health Care/Epic San Francisco, CA Job Title:Technical Manager Role:Medical Records and Transcription Dept. Manager, Full Time Consultant Duration: 15+ mos Location: San Francisco Bay Area Travel: Non Travel Candidates are preferred Position Overview The Technical Manager provides an additional level of coordination and communication and is responsible for coordinating all aspects of the implementation including Epic technical components. Responsibilities Serving as a liaison between the technical team and the application team. Ensuring that the technical requirements that are necessary to keep the project on track are understood, clearly communicated, and executed on time. Maintaining close communication with the Epic technical coordinator and system representatives. Coordinating network, desktop, system programmers, DBAs, and hardware resources. Coordinating hardware deployment that is needed to support the Epic system (servers, PCs, mobile carts/arms, barcode scanners, etc.). Managing large technical integration issues, including setting up timelines, following up on progress that teams have made to ensure solutions are established in a timely manner and within budget, and coordinating appropriate resources to manage issues. Coordinating uploading content to environments with the application project managers (technical loads, FTP, etc.). Developing, communicating, and managing the Epic environment strategy. Establishing a management process for nightly batch processes. Working with application teams and the project directors to develop technical downtime and recovery processes and facilitate technical setup of downtime reporting. Supporting application coordinators to manage imports and other technical tasks. Specific requirements for these services include: 5+ years demonstrated experience leading large healthcare IT systems implementations to successful conclusions. Current industry knowledge in the areas relevant to this specified role Current Project Management Professional (PMP) certification (preferred) Under the direction of the Associate Director for Professional and Support Services, to plan, direct, organize, coordinate and supervise the operation and functions relating to the Medical Records Department and Transcription Department. Role · Manages and leads the Department's primary service functions: Data archiving and warehousing, transcription and chart completion, patient care retrieval, review and research, release of information, coding, registries and data reporting, and support services. Integrates the line activities within the department staff activities and insures compliance with standards; · effectivelymaintains appropriate quality control programs in response to internal and external standards and expectations of care requirements. Directs and participates in improving performance and services which benefit patients and staff; · Uses HIMS performance targets and work units to evaluate staffing levels and ensures service that is timely, accurate, safe and service oriented; · Prepare Department capital and operation budgets including contract management, purchasing and inventory. Insures that budget monitoring occurs throughout the fiscal year. Provides explanations for budget variances; · Manages HIMS IT resources and makes, requests for additional IT hardware and software resources to meet evolving service needs. Integrates software, PC hardware, server, printer, security, and network issues of the RIMS department with the HIMS mission and insures resolution of reported problems; · Manage work or new projects/initiatives for new IT projects which change HIMS services. Represents the department at meetings. Integrates department and medical center: information system projects; · Insures the development and revisions of the VMC information Management Plan and Security Plan; · Manages projects as assigned and completes within requested timeframes; · Possession of a valid certificate as a Registered Health, Information Administrator (RHIA), or Accredited Record Technician (RHIT) issued by the American Health Information Management Association. · Bachelor's degree from a college or university and five years of managerial experience in Health Information Management Systems. Considerable training, education and experience to demonstrate possession and application of the following knowledge and abilities: Knowledge of: · Principles and methods of supervision and program management, including planning, budgeting and personnel administration · Principles and methods of manual and computerized medical record systems and management of those systems; · General hospital policy; · Title XXII, JCAHO, HCFA, California Health and Welfare Code, State, Federal and private regulatory bodies related to HIMS; · Statistical methods and systems analysis applicable to medical records work; · Quality measurement systems and reporting abilities. Ability to: · Manage a high volume transaction operation; · Demonstrate written and verbal communication skills; · Troubleshoot in an electronic environment; · Use Microsoft Word, Excel and e-mail systems; · Organize and administer a medical record service system; · Provide leadership in planning new or expanded services; · Develop process improvement teams; · Manage projects and coordinate multi-department task forces; · Foster a productive working environment characterized by positive interpersonal relations and high staff morale; · Incorporate the organizational values in their day-to-day work environment; · Demonstrate a professional attitude, which will promote excellence in patient care, team collaborations, and overall customer service.
