This is part 1 of a two-part selection process. In this first part, candidates are invited to submit a price based on the functionality described. The selection process will then cease while a formal specification and user interface is designed. The process will then be re-opened to a short-list of six selected companies. The selection of the short-listed company will be based on price and track record. Short-listed companies will be expected to sign a confidentially agreement before being invited to bid in the second round. The features of the app are: • Two different versions are required – iOS and Android. Both must be included in the price. • The app must be able to upload photographs to an online database. • The photo upload will have two modes: Auto and "later". Auto upload means that, while the app is in auto mode, every photo taken with the smartphone is uploaded. "Later" means that uploads can be made later. The user will be able to select photos from camera roll for upload. • App will have a registration process. This will mimic a process on an associated website. • Users will be able to initiate "events". Events can be either public or private. • Events will be GPS locatable. • Social media and user's phone contact list will be used to invite others to these events.
