Projects Coordinator
Role and Responsibilities To provide leadership, strategic direction, management and evaluation to all aspects of Medair’s projects in the Central Highlands (CHL), including security and staff support. To act as liaison with government bodies where needed & represent Medair at WASH and FSAC sector meetings. Project Overview The projects Medair is currently implementing in CHL are: WASH, Food Aid & Food security (CFW, DRR and agriculture outputs) and Emergency Response when needed. Medair has been in Afghanistan since 1996. Medair has a commitment to stay in Afghanistan and anticipates developing new projects in CHL. Workplace Kabul, with travel to field sites in CHL Starting date as soon as possible Initial Contract Details 18 months or more Key Activity Areas Project oversight and coordination in CHL Responsible for the overall implementation of Medair’s projects in CHL in consultation with the PMs. Provide support to CHL Project Managers (PMs) on project planning, implementation, technical support, conducting beneficiary surveys, impact assessments, other data collection, report writing for donors and analysis and presentation of data. Ensure complete and timely reporting of activities to Medair, donors and ministries. Facilitate the continuance of good relations with local beneficiary communities and district level authorities. Ensure that regular monitoring and evaluation assessments against project objectives are conducted and reported to the Country Director (CD). Security Management Ensure appropriate security procedures and guidelines are in place and observed in the CHL programme areas and that suitable security awareness is maintained. Staff Management and development Oversee all personnel related issues within the CHL programme and ensure adherence to Afghan Labour Law and Medair HR procedure requirements at all times. Line management of assigned staff. Conduct appraisals, development & training, reviewing JD’s. Develop the capacity and ability of NRS; Promote the health and security of project staff. AFG programme strategy input and oversight of delivery in CHL Potential to be acting CD when the CD is out of the country. Support the CD in the development and production of new concepts and proposals. Logistics and Finance management Provide input and monitoring of Logistics activities (including ordering, purchasing, asset tracking and storing), and ensure they are carried out in line with Medair and donor guidelines and procedures. Monitor all CHL project expenditure and short and long term cash needs and controls of all financial aspects. Ensure fraud procedures are in place and adhered too. Represent Medair Liaise with local government officials and ministries, and the UN in CHL, and coordinate with other NGOs. Facilitate the continuance of good relations with local beneficiary communities and district level authorities; assist with resolving disputes if necessary. Represent Medair at UN WASH cluster meetings in Kabul and the Wash sector meetings organised by the Afghan Ministry for rural development (MRRD). Qualifications University degree and, or relevant professional experience Ex perience / Competencies Experience in security management desirable Experience living in an insecure environment desirable Previous experience in security incident management desirable; Experience of finance systems and budget management desirable; Familiar with HR management issues desirable Able to persevere in face of difficulties and discouragements Excellent teambuilding abilities 2 years’ experience in a leadership position; Experience with donor guidelines and reports 1 year senior field management experience in relief & rehabilitation projects Experience in training/mentoring staff; Advanced project and people management skills Able to work effectively in a wide variety of situations and comfortable with frequent change; Ability and flexibility to understand the cultural and political environment; Good negotiation and diplomacy skills, especially in the context of other cultures; Ability and willingness to work and live in a multicultural team. Knowledge of Humanitarian Essentials, Sphere Standards HAP principles and protection issues Good report and proposal writing skills (including development of and reporting on logframes) Advanced planning, assessment and analytical skills Capacity to work under pressure and to tight deadlines; Self-motivated, energetic and hardworking Flexibility and willingness to over other roles as needed Committed to consultative and servant leadership; Capacity to give spiritual support Medair standard working requirements for the field Experienced professionals in a relevant field Committed Christians Commitment to Medair values (faith, hope, accountability, integrity, dignity, compassion) Overseas intercultural experience Strong English communication skills (spoken and written) Working knowledge of French (spoken and written) for French-speaking roles Single or married (with no children under 18). The role requires regular trips to the field to monitor the project and support the project managers. The trips are usually between 10 to 20 days and living conditions in these remote and rural areas are more basic, and good physical health is essential. Keywords: negotiation
