General Summary: Responsible for coordinating planning and development activities throughout several East End neighborhoods of Pittsburgh. This position will work closely with an Economic Development Steering Committee to facilitate collaboration among diverse economic and community development initiatives in East Liberty, Homewood-Brushton, Larimer, Lincoln-Lemington, North Point Breeze, and surrounding neighborhoods. Job Specifications: Bachelor's degree in business, economic development & planning, or a related field and a minimum of four years of direct community economic development experience; experience with project and budget management. Proficient knowledge of community economic development theories and practices, business planning, market analysis, and community outreach; knowledge of Pittsburgh, with particular emphasis on neighborhoods of Homewood, North Point Breeze and Larimer preferred; knowledge of tax credit programs and tax increment (TIF's) financing is preferred. Strong leadership and management skills, professional and positive attitude, strong work ethic, excellent communication and interpersonal skills, including written, verbal, and public speaking; collaborative team player, ability to work independently and manage multiple projects and simultaneous deadlines. Strong computer skills including Microsoft Office Suite as well as use of social media. Travel will be required and must have reliable transportation. Job Duties: 1. Develop strong working relationships with several community based organizations and forge development initiatives. 2. Utilize existing staff resources and expertise from existing community based organizations and undertake development opportunities. 3. Identify areas of neighborhoods, assemble parcels enough to create a critical mass, and initiate developments. Identify stronger areas of neighborhoods that must be preserved by building around them through in-fill developments. 4. Identify areas that would serve as development anchors for commercial and residential developments. 5. Articulate a development process that would transform neighborhoods in to market-driven initiatives ? transforming communities from low income to moderate and finally to market driven developments. 6. Develop working relationships with the Urban Redevelopment Authority, Pittsburgh Housing Development Corporation, City Planning, Pittsburgh Partnership for Neighborhood Development, foundations, bank CDCs, etc. in order to identify financial resources necessary to close financing gaps. 7. Develop short, medium, and long term goals that are realistic and ensure their implementation. 8. Identify developers who would be active partners in market driven developments that by the initial phases act as an active financial/development partner. 9. Engage community leadership in the planning and marketing of development initiatives. 10. Attend community meetings to educate residents about development efforts and engage them in participatory developments. 11. Raise operating and development funds, establish and sustain a strong community development corporation with adequate staff. 12. Market the neighborhoods to home buyers, retail operators, and office tenants. 13. Development marketing, web, and social networking avenues. 14. Act as a spokesperson by effectively using various media. 15. Prepare and submit detailed reporting as necessary or required. 16. Perform other related duties as required or assigned.
