HR Officer
HR Officer Wirral Council has an immediate need for a HR Interim professional to join the organisation in the role of HR officer (Schools) for a period of three to six months. The Role As an Interim HR Officer, you will report to the HR Business Partner and will be responsible for: o Providing advice to headteachers/governing bodies on all aspects of HR policies, procedures and employment legislation and delivering relevant training as and when required o Offering an efficient HR professional and responsive service to the schools across the broad range of HR issues o Support and advising headteachers/governing bodies on a range of employee relations issues including sickness absence, capability, disciplinary and grievance procedures o Being fully conversant with knowledge of terms and condition and HR policies procedure in order to advise headteachers/governing bodies and employees (where appropriate) o Assisting governors and headteachers with absence management by advising on strategies required for individual cases. o Supporting the development and review of HR policies and procedures in order to advise head teachers/governing bodies, ensuring all polices meet equality standards o Being fully conversant with the various conditions of service and the schools HR procedures and be aware of developments and changes in employment legislation o Supporting the delivery of HR projects, such as TUPE, redundancy and restructuring of school services o Working with Trade Unions and Teacher Professional Associations in effectively addressing employee relation issues affecting schools o Interrogating HR management information from electronic and paper based sources, analysing and interpreting results o Provide advice and guidance to headteachers and other relevant staff on the production of relevant HR reports for governors o Establishing and maintaining effective working relationships with headteachers, governors, trade union representatives the Occupational Health Service, strategic managers in children’s services o Representing the department/school on appropriate Council and inter-agency Forums o Undertaking research into HR employment policy and strategy issues affecting the council using published materials, the internet and liaison with key contacts o Ensuring that all HR activities undertaken take into account the Council’s Equal Opportunities Policy The Person An experienced HR professional who is CIPD qualified, you will have experience, knowledge and skills of: • Delivering a customer/client driven service • Developing, establishing and implementing HR processes, policies and procedures • Integrating effective HR service delivery • Operating within an HR environment in schools or the public sector • Advising managers on Employee Relations and employment legislation • Advising managers and application of HR policies and procedures • Experience of working with trade unions • Working in a deadline drive environment • Terms and conditions relevant to Local Government • Understanding of school governance and implications for HR and employment conditions
