Contract Monitoring Officer
My client is looking for a Contract Monitoring Officer to work for a council within Greater Manchester. The candidate must have previously Local Authority background within a Contract Monitoring or Contract Officer role. The main responsibilities would be . To monitor and manage the performance of independent sector providers of commissioned community care services against published contract standards. . To create contract monitoring and compliance systems and tools. To constantly review and improve those systems and tools. . To monitor developments relating to commissioning and contacting. Analysing and commissioning implications of legislation and national and local trends. . As required to take responsibility for the specification, negotiation and preparation of contracts and the resolution of contract related issues, ensuring that the procurement of community care services from the independent sector adheres to standing orders and financial regulations. . To manage a portfolio of contracts and/or service agreements with external providers of services, including assisting service managers to review contracts/agreements and create new contracts/agreements following the review. . To carry out monitoring visits to external providers of services and to develop action plans with providers in response to the findings of monitoring visits and where necessary issue contract default notices. . To conduct complaints investigations relating to externally provided services, prepare reports and action plans and issue contract default notices, where appropriate, in response to the findings of those investigations. . To work, when required, with statutory social care regulatory bodies to investigate serious complaints about providers and provider services. This will include investigations at short notice and occasional out of hours working. . To provide advice to operational managers and workers on contract compliance and monitoring issues. . To ensure that user and carer considerations are incorporated in to monitoring and compliance of contracting activity for externally commissioned community care services and into service specification and standard setting for new contracts. . To play an active role in Best Value and Performance Review activities relating to contracts and commissioning. . Represent the Directorate at such meetings with providers, other agencies or other services of the council as may be required from time to time. . Undertake such other work as may be determined by the Service Manager and or Assistant Director up to a level consistent with the principal duties of the job.
