Business Analyst
We have the following 1 year contract with our client in Rensselaer, NY (near Albany). DESCRIPTION: The AIMS application provides critical functions in the SCR for the on-line clearance process. The overall purpose of AIMS is to allow SCR workers to check, document, research, and verify abuse information for people applying for positions involving children. Information in the system is used to conduct the required background checks needed to clear staff for work with children and families. The AIMS application is the system used to determine if prospective foster parents, adoptive parents or child care employees are subjects of indicated child abuse or neglect reports. The results, including Valmonte letters, are printed from the AIMS application and delivered to the SCR. The AIMS system supports the current procedures for advising a prospective employer of an individual's status as a subject of an indicated report of child abuse or maltreatment. Role The AIMS Project is looking for an experienced individual to fill the position of Business Analyst as a member of the Application Development team. This individual will be involved with all aspects of the SDLC process working with team members from design through implementation. The Business Analyst candidate should be experienced and highly dynamic, creative and motivated type of individual with an Information Technology background. This position is to provide support and maintenance of the current AIMS Production application and future development of application changes as required by the SCR or in support of new legislation. This individual will be a member of the OFCS Application Development team working with the AIMS Business and Technical subject matter experts (SMEs) They will participate in requirement and design sessions for AIMS Builds supporting changes as required by the SCR or in support of new legislations They will need to ?translate? User requirements into technical designs/outlines for Application developers, develop appropriate system documentation, support/participate in product test activities and facilitating the knowledge transfer between the Technical IT staff and Program staff responsible for testing, training, and implementation. The individual selected is expected to possess (amongst others) the following skills: Knowledge and understanding of the development activities of large scale projects System wide vision ? the ability to see how the parts interact with the whole (?big picture? visionary) Ability to articulate and communicate complex technical issues in a way that non-technical individuals can understand Exceptional interpersonal and mentoring skills Should be customer service orientated The following activities are indicative of the assignments/outcomes expected of this individual: Work with the AIMS Business and Technical subject matter experts (SMEs) staff reviewing architect designs and develop appropriate system documentation ?Translate? User requirements into technical designs/outlines for Application developers Development of application code Support the application through the testing and implementation phases, including product test, stress/load test etc Create test scripts, user cases to support product test activities Support/ participate in product test activities Devising/support stress/load tests Developing appropriate system documentation Facilitate the knowledge transfer between the Technical IT staff and the Program staff responsible for testing, training, and implementation Assist Implementations staff, when needed, reviewing system release notes Mandatory Requirements Note: Candidates not meeting the following mandatory requirements as contained in the RFP will not be considered for further evaluation: Proof of meeting education requirement must be submitted. Bachelor's degree Minimum of three (3) years experience: Examining the methods and processes of the business flow within a diverse public or private service delivery organization Minimum of three (3) years experience: Assessing and documenting existing business processes and identifying unnecessary steps. Minimum of three (3) years experience: Incorporating value-added steps into a new process through the translation of business practices into terminology and desk products that seamlessly merge computer and microcomputer technology with work processes Minimum of three (3) years experience: Assessing and documenting existing business processes and identifying where improvements can be made or where new processes can be installed. Minimum of three (3) years experience: Researching "best practices" of comparable organizations and analyzing the feasibility of installing them where needed Minimum of three (3) years experience: Developing new methods and procedures, implementation plans and schedules, and written reports. Minimum of three (3) years experience: Eliciting and documenting business, user, and system requirements. Minimum of three (3) years experience: Preparing Business Requirements Documents (BRD) Desirable Experience Preferred for These Positions Excellent communication and interpersonal skills. Superior knowledge of the English language and elevated ability to understand and be understood. It is desired that the candidate have 5 years hands on experience with business process definition, business rules and business process decompositions, and writing user acceptance test plans and procedures/user manuals in functional terms that can easily be understood by end users of systems It is desired that the candidate have 5 years experience analyzing and understanding verbal and written documentation and procedures It is desired that the candidate have 3 years experience in writing test plans; use cases and scripts; executing test cases; managing defect tracking; validating and reporting out results. It is desired that the candidate have 3 years experience in a system testing environment, including test plan development and the "how to" of navigating through the test environment, validating test results and reporting in a detail and summary manner to the development team. It is desired that the candidate have 3 years experience writing specifications, process flows, business process re-engineering analysis and design, and designing complex (n-tier) interactive web applications. It is desired that the candidate have 3 years experience extracting business rules from existing computer applications/systems. It is desired that the candidate have 3 years experience analyzing/designing applications that use relational databases such as Oracle
