Job Overview: Provide leadership, oversight, and software development services in support of a web-based services interface system in Java, replacing an Oracle database, utilizing Agile XP methodologies. Must have or be eligible to obtain a Secret clearance or DHS clearance. Job Responsibilities: - Applies technical knowledge to assist in the development of Java-based applications. - Responsible for new development, enhancement, and maintenance of a Java environment. - Responsible for the design, coding, and testing of Java based / web based applications. - Ability to work in fast-paced environment of highly complex, aggressive sprint development cycles. - Analysis and development of requirements and the development of design options. - Develops and integrates applications as per documented specifications. - Translates technical requirements and design documentation into application code and modules. - Develops software using disciplined software development processes. - Adherence to industry standards and software development best practices. - Provides status updates for personal scope of work within projects, writes new software or makes modifications to existing software applications and modules in accordance with written specifications. - Reports status of personal and team member project accomplishments to management. - Anticipates and identifies issues that may inhibit the attainment of project goals and implements proper mitigation strategies with little supervision. - Requirements gathering and systems analysis and design for complex applications. - Prepares detailed program specifications for high complexity applications from which programs will be designed, coded, configured, developed, tested, and debugged. - Follows program specifications to design, install, code, document, configure, develop, test, debug, plan and execute implementation of applications. - Develops processes and business relationships to integrate activities with other IT (Information Technology) professionals and shareholders to ensure successful implementation of projects and production support efforts. - Serves as a technical expert in the design and development of custom software applications, testing and debugging of new software, or complex enhancements to existing software, and evaluating and resolving software problems. - Works directly with government staff to resolve software-related complaints and suggestions for software modifications or enhancements. - Participates in the development of software user manuals and assists in training. Job Qualifications: - Minimum ten years of JAVA application development experience, must include software architectural frameworks and design attributes. - Ability to read and write software code, understand existing software code to analyze its behavior and make fixes or enhancements to it. - Ability to design code and determine options necessary to achieve some specified functionality, particularly the higher-level structure or organization of the code. - Awareness of the Software Development Life Cycle (SDLC) and how the other life cycle stages (requirements, design, testing, and maintenance) impact coding and vice-versa. - Use of Libraries and Frameworks including the ability to search and evaluate libraries and frameworks based on how they effectively meet requirements. - Ability to analyze the behavior of code to diagnose faults and determine the underlying cause. This includes, but is not limited to, use of a debugger. - Ability to effectively use modern Integrated Development Environments (IDEs) and an understanding of their strengths and weaknesses. - Use of a version control tool, as well as a general understanding of software configuration management. - Ability to unit test code by writing automated tests and knowledge of appropriate testing processes and procedures. - Ability to revise existing code without impacting its functional behavior.
