Computer-Aided Dispatch (CAD) SME with SQL Exp. (GIS/Public Safety) Brooklyn, NY Trigyn's Direct Government Client has a long term contract assignment (8 Months) for a Computer-Aided Dispatch (CAD) SME in Brooklyn, NY. MANDATORY SKILLS/EXPERIENCE: Note: candidates who do not have the mandatory skills will not be considered. At least 2 years of SQL Server and SQL development experience - Fluency with SQL; SQL Server; MySQL and Access (data conversion tools XSLT, AWK, Perl) CAD Call-Taking and Dispatch theory of operation; past, present and future CAD Call-Taking alternatives and best practices in a multi-jurisdictional, multi-agency environment CAD Triage Call-Taking impacts and alternatives in a multi-agency environment Understanding of New York City public safety call taking and dispatch environments GIS, Geofile and Mapping optimization for the NYC public safety environment ESRI ArcGIS 9.0 and higher CAD AVL and personnel tracking options and implementations Understanding of Public Safety GIS and Geofiles Multi-vendor CAD to CAD communications; NIEM, APCO and legacy protocols Operational and functional knowledge of PRC, Intergraph and Tiburon CAD systems ANI / ALI interface design and implementation (ILEC / CLEC and TPI via serial/IP) Excellent command of the English language both spoken and written Prepare concise, effective contract language for any public safety or technology project DESIRABLE SKILLS/EXPERIENCE: Working knowledge of current national Fire/EMS CAD/RMS product marketplace Proven ability to proactively spot public safety critical paths and project deficiencies Able to start immediately (as of todays date). Ability to communicate effectively with City officials, corporate leaders and vendors Ability to convert complex Public Safety and IT jargon into plain English Fluent with standard project tools including Microsoft Project, Excel, Word, Access and PowerPoint Participation in APCO, NENA, IJIS, NIEMS and other public safety organizations Knowledge of NYC, FDNY and NYPD Government culture Knowledge of NYC Public Safety GIS/Geofile Standards SPECIAL REQUIREMENTS: Must have a firm understanding (2+ years) of current and legacy NYC public safety call taking and dispatching related systems and services. Description: The purpose of the program is to transform the process of handling citizen emergency calls for service (primarily via E911) by utilizing new state of the art Computer-Aided Dispatch (CAD) systems and related hardware and software components. The purpose of this project is to select and deploy a state of the art Computer-Aided Dispatch system for the client along with all related software and hardware components (i.e. interface GIS, Mapping, AVL, Mobile Terminals and Records Management). The responsibilities of this resource may be to advise, produce, collaborate and assist on any or all of the following anticipated deliverables: SQL statement comparison of GIS data Assist with CAD system design, architecture and implementation alternatives Assist with ESRI Real Time Data Development Assist with ETL Development and Maintenance Assist with Development of a Common Address File Assist with dispatch algorithm conversion and development Advise as to public safety Call-Taking alternatives and best practices in a large scale, multi-jurisdictional, multi-agency environment Advise on public safety triage Call-Taking alternatives in a multi-agency environment Assist with GIS, Geofile and Mapping optimization for the public safety environment Assist with AVL unit and personnel tracking options and implementations Advise on multi-vendor CAD to CAD inter-system communications strategies Assist with comparative analysis of PRC, Intergraph and Tiburon CAD systems Advise on custom communications protocol implementations and alternatives Assist with Call-Taking and Dispatching human factors engineering Advise on NENA, APCO and NIEM industry standards and best practices Advise on public safety vendor contract terms and conditions Coordinate application design issue resolution with OCEC, FDNY and vendors Responsible for providing high level systems design and architecture review Communicating risks and issues to project management and agency Using best practices for development and ensuring they are used across the project Conduct project reviews of the components and systems being developed Assist in defining testing and acceptance criteria Monitor design issues across all systems that may affect overall performance Ensure adherence to a standardized SDLC process where applicable Work with stakeholders and users to define the application business rules Help to obtain stakeholder and vendor buy-in and sign-off for application designs Deliverables: Review GIS Data and CAD systems use with FDNY and NYPD new CAD Solution Assist with development of data Assist with inter-system interface analysis Assist with Solution architecture and Data analysis Analysis of vendor customization and implementation ramifications Updated ETL script for GIS and GEODATA TRIGYN TECHNOLOGIES, INC. is an EQUAL OPPORTUNITY EMPLOYER and has been in business for over 25 years.
