Labor Economist
Job Description: Staffing agency seeking compensation analyst professional for state government assignment. Work will be on an as needed basis. Consultant needed to perform comprehensive research and economic analysis to support collective bargaining negotiations, including labor market research and analysis, fiscal analysis, and multi-year forecasting. Responsibilities: § Compile and analyze relevant data and survey materials relating to salaries, wages, employee benefits, premium pay, hours of work, the consumer price index, relevant employment indexes and other compensation resources to make recommendations to formulate proposals and counterproposals in bargaining. § Perform the full range of services in the area of total compensation package design and interpret information on wage structures, wage relationships, wage patterns, market trends, and financial analysis. § Advise on labor economic issues. Meet with management in the area of compensation, benefits, proposals and strategies. § Provide comprehensive background briefings to insure a professional and persuasive presentation of management's positions § Present findings in a form that can be utilized in interest arbitration, in support of recommendations. § Serve as expert witnesses in arbitrations, including interest arbitrations. § Analyze union proposals to determine the degree to which they are sound and supported by facts and how they would affect operations. § Research and analyze statistical methodology necessary to deal with complex pay and benefit issues such as deferred increases, escalator provisions, incentive plans, and other techniques. § Assume full responsibility for the accuracy of all cost assessments, and errors in which could have serious consequences for negotiations and for the department and city budgets. § Plans and carries out appropriate studies with a view towards the development of significant improvements in compensation and salary administration. Develops work plan, gathers factual information, works closely with interested officials, employee groups, etc., develops and explores alternative solutions to be taken, to implement recommendations. § Studies and keeps abreast of current trends and developments in compensation and benefits and labor-management relation's fields through review of literature and periodicals, legislation, policies, contacts with counterparts in other governmental entities, private industry, attendance at professional meetings and seminars, and through liaison with employee organization representatives. § Utilize PeopleSoft data to assist in developing and reviewing proposals, management’s and the unions. § Prepare written report on compensation and benefits analysis and recommendations. Requirements: - 5+ years relative experience - Strong analytical skills - Labor relations experience helpful - Subject matter expert Perks: Part-time position on as needed basis.
