Procurement Specialist III
Link Technologies is currently looking for a Procurement Specialist III for an exciting opportunity in Las Vegas, Nevada. This is a short-term contract with possible extension if necessary. Job Role: The Procurement Specialist III addresses the entire spectrum of internal and external customer(s) needs by preparing and verifying subcontracts and purchase orders, leading and conducting source selection activities performing complex price and cost analysis, and coordinating and developing requests for proposals (RFPs) and requests for quotes (RFQs), and serving as Buyer or Team Lead for providing services in response to all customer requests. May serve as Team Lead for Procurement Specialist I or II. Job Responsibilities (specific duties and functions): Under minimal supervision, participates in procurement planning activities and source selection activities to obtain competition and best value cost/price in accordance with procurement procedures, best practices and the U.S. Federal Acquisition Regulation (FAR). Participates in procurement planning activities for small to large size projects. Responsible for subcontract and procurement coordination and support service including development and evaluation of solicitation packages; evaluation of responses, negotiation, award and administration of subcontracts and purchase orders; and the development of justification for award memorandums for all procurements including sole source and single source acquisitions. Reviews sole source justifications for validity and recommendation to management for approval. Reviews exceptions to terms and conditions and negotiates terms that represent the best interests of the company. Assist Procurement Specialists I and II with required. Performs complex cost or price analysis including profit analysis using Weighted Guidelines. Assists Procurement Specialist I and II with pricing when required. Prepares Pre-negotiation and Negotiation Memorandums; conducts negotiations when required with minimal support. Assists Procurement Specialist I and II with negotiations when required. Generates reports and meeting notes relative to the assigned procurement activities. Maintains complete and current subcontract and procurement file documentation in accordance with established procedures, and established FAR requirements. Monitors financial status of purchase orders and subcontracts to ensure appropriate funding is available and costs are not exceeded. Prepares acquisition and subcontract reports and responds to data calls, required by the Procurement/Contracts Manager. Approves invoices for procurements and small acquisitions in Deltek system using the procurement module. May be required to lead Acquisition Support Teams in the areas of subcontracts or procurement or perform special assignments as required by the Manager of Contracts and Procurement. Process changes or modifications to Purchase Orders or Subcontracts consistent with the Procurement procedure requirements for changes. Closeout Purchase Orders and Subcontracts when work is completed or goods are provided. Knowledge/Skills required to perform the job: Knowledge of fundamental principles and generally complex concepts, and techniques in the field of contract administration and U.S. Government acquisition in performance of Prime Contract is desirable. Competency and above average skills are required with the capability to perform complex professional tasks under minimal supervision and guidance. Capable of independently organizing one's own work to meet established objectives, using discretion in performing duties. Must have an at least an undergraduate level of English language skills, mathematical skills, communication skills, reasoning ability and competency using the personal computer, and associated software suites used by the organization. Demonstrated high level of attention to detail and proactive performance with good customer service skills is a must. Accountabilities: The Procurement Specialist III is accountable to the Procurement/Contracts Manager. Authorities: The Procurement Specialist III is authorized to purchase goods and services up to delegated amount. Relies on instructions and established guidelines to perform the functions of the job. Capable of organizing subcontracts and developing contract briefs to monitor subcontract appropriations, respectively. Must have the knowledge and skills to administer small to large subcontracts or purchase orders. Must have a working knowledge of Deltek GCS Premier Procurement Module enterprise software. Must have a working knowledge of the FAR and the ability to exercise good judgments in making decisions concerning contractual clauses and language for single source, sole source justification for awards and subcontracts. Must demonstrate capability to be organized and proactive in response to project management requests. May supervise and mentor junior level staff and support personnel. Personal Relations: Interacts with all levels of personnel. Qualifications - Education/Experience: Requires a bachelor's degree and eight years of experience. In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience, including but not limited to professional certifications such as a Master's Certificate in U.S. Government Contracts. Has knowledge of Government pricing practices and procedures and can perform simple to complex cost or price analysis with little or no supervision. May supervise junior to mid-level staff. Has knowledge of Government Cost Accounting Standards (CAS) and can administer contracts requiring the incorporation and administration of CAS. Federal or U.S. Government Procurement or Acquisition knowledge and experience is a must. Knowledgeable with respect to Government Services Agreement (GSA) contracts and CCR registration. Knowledge of Government Contact Types and the ability to determine the most appropriate contract type and administer is a must.
