Need an Android application which users can install on their phones and login with a username and password. The application will then actively track their GPS location and upload the cordinates to a database on the internet. Location can be tracked every 5 minutes or when ther is movement. If there is no internet connection the app should be able to store the tracking information and upload it when internet is available. The phone App has to be efficeint in terms of data usage etc. The database can be either MS SQL or MySQL which we will provide. However the interface the phone app uses to communicate with the database has to be developed by you. Our preference is .Net but php would also be acceptable. The database will also contain the required username and password. We are looking for a long term partner as we plan to have more features added to the App and also have the same available on Iphone as well.
