You should be good with css, html jquery, java and php cms. You are required to follow the design to every detail, no chopping off and no shortcuts to simplify. Our current site is wordpress, we are changing the design and want custom cms, however it will more or less work like our current site so you have good reference to follow. We have home page in html done by previous developer which never completed so its a good start for you to have it. No open source CMS... the cms should be built from scratch using PHP. Please go over attached screenshots. 10 days maximum to deliver full website, No ifs, Not Buts, No excuses, No disappearing, No asking for More Money.
