Our client needs an IT Project Manager for their Silver Spring, Maryland location. Functions: * Manage large complex projects or multiple projects of moderate complexity * Total Managed Project Budget up to $10 million * Project Complexity can be multiple sites and up to 10 integrated work sites * Manage development of effort driven project plans and/or coordinates development of project plans across several independent projects * Demonstrate knowledge, experience and use of change management process and impact on business * Be responsible for accurate time and budget reporting for a project * Experience managing matrix resources * Provide consulting for business partners for business case development. * Evaluate best practice recommendations and trade-off scenarios to enhance the Project Quality Plan * Determine program resource requirements and procures resources * Assign work, set priorities, and provide guidance in the completion of tasks and review of program deliverables * Proactively communicate with enterprise-wide projects to plan and manage project interdependencies * Be responsible for applying the risk management process * Manage all phases of the project delivery life cycle and consults for other projects * Determine the impact of current / existing technologies on the project * Develop solutions to problems of unusual complexity, which require a high degree of ingenuity and innovation, using independent judgment to accomplish objectives * Design communication plan frameworks to be used by project managers within context of overall program / project being managed * Manage a combined project team of up to 25 IT resources * Act independently to determine methods and procedures on new or special assignments * You may supervise the activities of others * Provide on-going coaching, enabling team members to develop and improve skills and capabilities Basic Qualifications: * Bachelor's Degree in a related field and/or 8 years of equivalent work experience * A minimum 8 years of Project Management experience * Demonstrate understanding of and knowledge in IT methods and project management and apply this in all stages of a project * Advanced knowledge (broad expertise or unique knowledge) of policies, practices, and systems * Apply advanced principles, theories, and concepts * Create strong ongoing relationships with client middle and senior management during projects * Having broad expertise or unique project management knowledge; use skills to contribute to development of company objectives and principles and to achieve goals in creative and effective ways * Have the ability to influence others and build strong partnership with others * Be Team and Service oriented * Have initiative, leadership, and motivational skills * Have time, planning, and organizational management * Interpersonal and conflict management skills * Stakeholder management experience * Demonstrate strategic thinking * Have the ability to deal with dynamic people with minimal guidance * Ability to resolve conflict with minimal guidance Preferred Qualifications: * Health Plan and/or Care Delivery knowledge * Project Management Professional (PMPX) from the Project Management Institute is preferred Skills to be successful in this role: * Manage multiple projects across a company * Ability to drive projects * Issue resolution and management * Ability to integrate * Effective communicator * Adaptable Required: * A BS Degree * IT Project Management experience with multiple projects showing progression of accepting more responsibility
