Different areas, Different Phone numbers - PHP Google Maps

My website is a business based in South Africa (johannesburg). If a person that is viewing the website is in specific suburbs within Johannesburg (suburbs which would be indicated from a txt file on the server) a specific phone number is displayed. if they are from anywhere else an alternate phone number is displayed. This is because the business is currently to small to serve the entire country so the alternate number that will be displayed is a sister company that can handle the other calls.
