Procurement (Supply Chain) Manager
Title: Sr. Procurement (Supply Chain) Manager Location: Portland, OR Type: 3 Month potential Contract to Hire Job: 11674 Job Purpose: Specific areas of focus for a Strategic Sourcing Manager II include IT Core Relationships (including IBM & TriZetto), Professional Services, REAF, Marketing, and Health Care Services/Pharmacy. The Strategic Sourcing Manager II functions as a team lead, guiding work and providing input to the members of their team. Minimum Job Qualifications and Technical Competencies Bachelor's degree in business or technology and 10 years of procurement/supply chain experience, including 4 years strategic sourcing experience, or equivalent combination of education and experience. Advanced contracting skills - knowledge of contracting principles, laws, regulations and industry standards. Advanced planning and negotiation skills. Ability to communicate and sell change. In depth knowledge of Supply Chain fundamentals Ability to apply key procurement skills. Skills include: Development/management of category strategies; RFP/RFI development, Contract negotiations, strategic sourcing, management of supplier relationship lifecycle, understanding of risk mitigation principles, and understanding of Total Cost of Ownership Demonstrated ability to market departmental offerings to the rest of the organization Strong written, verbal communications and presentation skills Capable of effective executive management presentations / communications Detail and multi-task oriented with the ability to handle rapid changes both in the market place and in the work environment Ability to lead teams through change applying change management techniques Strong coaching & mentoring skills Past leadership experience in supply chain, procurement, or healthcare industries Excellent problem solving and risk management skills Excellent market research skills and analytical skills as well as a continuous knowledge of external trends affecting the health insurance industry Proficient in the MS Office Suite and IBM Desktop Software (including Lotus Notes) Certification in supply chain, contract management, or procurement desired Program management experience desired Experience with PeopleSoft, eSourcing and CLM procurement software desired Focus Specific Requirements include: IT Core Relationships: Experience crafting LOAs, MSAs, ICAs, SOWs and PCRs. Professional Services: Experience crafting LOAs, MSAs, ICAs, SOWs and PCRs. Understanding of co-employment laws and the ability to identify areas of risk related to utilizing contingent workers to Regence management. ESSENTIAL FUNCTIONS Develop sustainable strategies for moderate to highly complex spend categories that include spend analysis, market and geographic considerations, and strategic importance, etc. Implement appropriate sourcing strategies to support corporate and divisional objectives, control the company's purchased material costs and to assure an adequate source of supply, Lead sourcing events that will provide the company competitive advantage in the areas of materials, supplies, and services. Create, manage and promote sound relationships with strategic suppliers and internal business partners Manage suppliers, total cost, quality, and delivery performance. Manage and optimize supplier performance, including contract compliance, continuous improvement, innovations, obsolescence and reduction in total cost of ownership. Conduct periodic strategic supplier business reviews and supplier visits Foster collaborative relationships with multiple business partners and strategic suppliers Locate, analyze, and develop a consolidated supplier base to meet current and future commodity needs. Manage and facilitate all facets of supply management activities between division business units and their suppliers. Negotiate and manage all contracts and agreements for assigned commodities ensuring the relentless pursuit of cost savings and favorable terms Understand, track, and forecast the key cost drivers and market factors for assigned commodities. Develop focus area knowledge and expertise within the commodity focus teams to further understand company-wide needs and evaluate suppliers within the focus area. Understand the nuances and complexities of a varied and complex commodity group Drive continuous improvement in all aspects of the procurement process including the evaluation of existing contracts for savings opportunities. Utilize the eSourcing and contract lifecycle management procurement software to create, manage and monitor contracts and approvals, souring events, online auctions, RFx creation and maintenance, etc.
