Position Overview: As part of the Construction Management and Inspection TETQ (Construction Management and Inspection) work group, this position will provide quality assurance inspections (80%) and facility assessments in support of engineering design (20%). This position is intended to be full time (average 40/hrs/week) and extensive travel 2-3 nights per week may be required. In addition as a Construction Inspector, the contract worker will be expected to climb and possess appropriate certification, allowing such. Position Responsibilities Include But Not Limited To: Monitor, inspect, and review work performed for contract and code compliance in a quality assurance representative (QAR) role such that no patent critical elements are found to be out of compliance after project acceptance. Facility construction quality assurance inspections. (60%) Transmission construction quality assurance inspections. (20%) This includes inspection of roads, civil site development, drainage, fencing, gates, foundations, support structures (i.e., concrete, wood, steel, etc.), high voltage electrical equipment, communication equipment, buildings, and a large variety of other complex and routine building system elements (e.g., plumbing, heating and electrical). Use reading and testing instruments; measure dimensions and verify level, alignment, and elevation of structures and fixtures to ensure compliance to building plans and codes; review and interpret plans, blueprints, site layouts, specifications, and construction methods to ensure compliance to legal requirements and safety regulations; use survey instruments, metering devices, tape measures, and test equipment, such as concrete strength measurers, to perform inspections. Perform facility assessments in support of civil engineering design and facilities engineering design. (20%) Continuously monitor and evaluate the efficiency and effectiveness of delivery methods and procedures; assess and monitor construction work, internal reporting relationships; identify opportunities for improvement and review with the manager, implement improvements. Physical Expectations: Perform physical activities that require considerable use of arms and legs and moving the whole body, such as climbing, lifting, balancing, walking, stooping, and handling of materials. Technical and Administrative Performance Expectations: Maintain accessible copy of contract documents at the job site (e.g., hard or electronic copy). Read and understand the contract documents to attain the level of knowledge required to review the contract work. Arrange for technical assistance for complex requirements. Require minimal oversight to ensure critical work is accomplished by setting priorities to determine the most appropriate schedule for inspection coverage. Review construction contractor daily reports for completeness and accuracy. Serve as an advisor to the Construction Contract’s Contracting Officer’s Technical Representative (COTR). Notify the COTR if there is a concern regarding the design. Promptly notify the contractor of noncompliant work. If the work remains noncompliant, notify the contractor and COTR in writing (e-mail is acceptable). Document contract performance in written daily field report (DFR) including photographs of worksite conditions to ensure that existing conditions are accurately and thoroughly documented. Verify that the contractor is maintaining all required on-site records (e.g., contract documents, modifications, as-builts, etc.). Report project progress to the COTR recommending corrective action when the schedule is at risk. Recommend progress payment to the COTR based on completed work; Recommend change order payment to the COTR based on performance and reasonableness of cost, record and submit to the COTR the extra work hourly break-downs for change order work. Recommend to the COTR approval or rejection of completed work units. Submit timely and accurate time and expense reports. Demonstrated ability to use adequate technology skills: Cellular phone (Worker / Supplier provided) voice and data. Computer (Client provided laptop) operation and software (e.g., MS Office 2010 Word/Excel/Outlook, SharePoint, ProjectWise, Internet Explorer. LAN/broadband/modem/wireless connection. (e.g., VPN access and RSA token use) Perform assessment of existing as-built conditions, collecting information and recommending solutions to design engineers. Conduct required physical personal property (e.g., vehicles, trailers, radios, etc.) inventory annually within established timeline and at every transfer of property. Report inventory to administrative assistant for management in appropriate database. Ensure that work/storage areas, tools, equipment, and parts are maintained and secured appropriately. Use downtime to clean vehicles, trailers, and worksite and/or request work assignments between regularly scheduled tasks. Additional Requirements: Valid State Drivers License. Must have a combination of education and experience – college-level education, training, and/or technical experience that furnishes a thorough knowledge of the physical and mathematical sciences underlying professional applications of engineering techniques related to the field of construction. Related Experience – 5 or more years’ previous work-related skill, knowledge, or experience is required. Must have a good understanding; both theoretical and practical, of the engineering sciences and techniques and their applications to different branches of engineering. Preferred strengths would be in areas of Building Inspection, Building Construction and Site Civil Engineering Infrastructure Construction. Shall have experience in Building Construction, Building Inspection and Site civil construction inspection. Shall possess and maintain climbing certification showing competence climbing wood and steel structures which includes pole top rescue training. Selected candidate will be required to provide a copy of “Certified Climber Certificate” prior to creation of assignment. EEO
