Part-Time Instructional Designer 3 SES Performance Management Program Development Comprehensive/Expert Knowledge of Federal SES Regulations/Policies/Procedures Position Eligible for Regular Off-Site Work (approximately 80%) MOU (Memorandum of Understanding) Required Volt Technical Resources is seeking a Part-Time Level 3 Instructional Designer for a long-term temporary position with Our Client in Vancouver, WA. Position Overview: The Instructional Designer will develop a Performance Management and Compensation Program for the Department of Energy (DOE) Sr. Executive Service (SES) employees. Our Client's SES employees will participate in a pilot Performance Management and Compensation Training Program. The training program development will be in compliance with the policies and directives of the Office of Personnel Management (OPM) and DOE. The Instructional Designer will coordinate efforts with DOE's Chief Human Capital Officer (CHCO). The position may also include travel at the request of the government and with the approval of the Contracting Officer. Any travel will be performed in accordance with government travel regulations and rates established by the General Services Administration. Prior to the development of the Pilot Training Program, the training objectives and course outline will be evaluated by the Chief Human Capital Officer (CHCO) and US DOE, and adjusted, based upon feedback and guidance. Duties and Responsibilities: Brainstorm with current SES to identify challenges and issues regarding SES performance management and compensation (to be completed no later than 30 September 2012). Identify SES Performance Management and Compensation objectives. Develop SES Performance Management and Compensation policy. Identify training strategy. Develop one-page program concept paper to capture policy and training design objectives and deliverables. Coordinate with CHCO/DOE on training design (to be completed no later than 15 November 2012). Develop Pilot Training Program outline, aligned with agreed-upon training objectives (to be completed no later than 31 December 2012). Pilot training program will include the following deliverables: Course outline. Appropriate learning exercises and classroom activities to enhance learning opportunities and meet course objectives. Incorporated training and other materials from relevant training, as well as other Executive Development offerings. Created course evaluation(s). Complete Pilot Training Program no later than 31 March 2013. Deliver Pilot Training Program via Webinar and Onsite, as agreed upon above (by 30 April 2013). Post Training Evaluation: Complete written analysis training evaluations. Provide briefing to CHCO/DOE and other stakeholders on course evaluations and recommended adjustments. Make adjustments to training materials as needed, based upon stakeholder feedback.
